Budget Delay Continues; Council Looks to 'Bring Closure' Next Week

For the second week in a row, the Chattanooga City Council delayed formal action on a $58.5 million capital improvements budget for the 2010 fiscal year.

The decision followed a long, afternoon session of the Budget, Finance and Personnel Committee where council members went through the budget line by line. The City Council began its work last week. And Councilwoman Carol Berz said the committee will meet next Tuesday to finalize the budget.

"We will bring closure hopefully next week for the first read-through," she said.


The capital budget prioritizes which infrastructure projects the city will fund during the fiscal year, and comes two months after the City Council first approved the operating budget for the same period. The mayor's office proposed a draft of the capital budget to council members on Nov. 3. The proposed budget focuses on Enterprise South infrastructure improvements, new fire halls, and interceptor sewer upgrades.

Later in the meeting, council members voted to defer a five-year capital improvement plan, which was submitted by the mayor's office along with the budget. The plan outlines capital funding by department, but is subject to future revision. City Finance Officer Daisy Madison said a budget ordinance would have to be passed before making a decision on the five-year plan.

The Budget, Finance and Personnel Committee reconvenes on Tuesday, Nov. 24 at 2:00 p.m. to continue work on the capital budget. The meeting is open to the public.
